The Kayapó chief Raoni and his people have struggled for almost twenty years against the Brazilian government for the demarcation of a strip of land 200 kilometers long, which protects access to the Xingu River. The protection of sacred ancestral lands, named kapot Nhinore, was the basis of an important collection of funds held by an association on behalf of the French Institute Raoni in September 2011. But the illegal invasions are increasing in the area, increasing the tension between the indigenous population and the invaders. The funds raised for their cause were not delivered, Chief Raoni and his people, abandoned by local authorities, faced with a difficult situation ... until when? The situation is getting worse after the last incident. This message is a cry of alarm to be released on a large scale.
"I am determined and combative in the fight against Belo Monte, the struggle for the demarcation of our territory kapot Nhinore, the fight for our forests, our rivers and wildlife and the Xingu. For a long time I have been urging successive governments to regularize this situation, but, despite promises they cannot hear me, so I come to request your help to demarcate my land. Do not let my people be expelled from their land. We need you to get this demarcation completed and ensure the permanence of my warriors around our territory kapot Nhinore until demarcation is has been implemented. "
- Chief Raoni Metuktire, Friday, 10th of feveireiro 2012 -
It's been almost 20 years that Chief Raoni, on behalf of his people, is asking the Brazilian government to regulate by decree of the official recognition of the ancestral territory "forgotten" in the previous demarcation of indigenous lands in the Xingu (MT). It is this territory where his father, his mother and his ancestors are buried, a land where no man lived before them. It is there that he grew up, the river Xingu threatened by large hydro projects, like Belo Monte, located downstream of the Kayapo reservation. This forbidden zone in theory access the invaders to the river and surrounding forest, avoiding irreparable devastation.
This was the case 20 years ago, but the obvious lack of willingness of successive governments for the legal recognition of indigenous land as kapot Nhinore has generated an explosive situation.
The surveyors Surveyors and did the work and completed a dossier on Funai years ago, but the Kayapó, tired of waiting, had to admit that this waiting is a strategy. Many settlers (farmers, ranchers, miners, pitoleiros ...) settled in the area, causing deforestation, river pollution and reduction of hunting. Monteiro and his people, who were keen to respect the process defined by the Brazilian constitution, very clear on the rights of indigenous peoples, feel betrayed and violated.
Desperately, Raoni enlisted the help of foreign organizations, among which, the Association for the Virgin Forest (AFV). This association brought him to France in September 2011 under the pretext of a "private medical travel," but was actually to raise funds for the demarcation of the territory called kapot Nhinore. The intigadores omitted from this project need during the public presentations that the presidential decree authorizing the demarcation was not signed by the Brazilian government and needed to be completed in a lengthy process before work to demarcate the territory could begin. The first phase, very expensive, consists of expropriation of settlers and other intruders, as well as the securing zone. But without real political will, this step should be very time consuming.
The search for funds for the measurement and buoying of kapot Nhinore held by AFV - on behalf of Monteiro and his institute - has been successful: neither the public nor Raoni will have accurate information about it, but according to the indications given by some members of AFV it is possible to estimate at least half a million euros (one million one hundred and forty thousand reais) have been raised (through public or private donations, business sponsorship, donation of the French Ministry of Cooperation ...) However , Raoni stated that four and a half months after the beginning of this operation, the administrative officer of the Institute, no euro have come from this operation, although Monteiro, president of the institute, and other officials have indicated that each donation is immediately transferred to them as they may face emergency situations that arise frequently.
Consequently, the Raoni Institute Raoni, which has existed since September 2011, is in a precarious position; the money is important in these isolated areas. Thus, lack of financial resources, Raoni Megaron and his famous nephew, were recently removed from office by Funai he held, and could not go to Brasilia to defend their cause, nor could they begin the process of expropriation and land demarcation. The situation is absurd: despite large donations attributed the Raoni Institute is obliged to appeal to the generosity of the militants to meet emergencies and unforeseen. These collections are time consuming and difficult to perform while the crises suffered by indigenous people needs a greater reactivity. This leaves Raoni and his people in a state of great vulnerability to protect their territory. On January 29, 2012, fifty men - 22 and about 30 Kayapo Mebengokre Jurunas - decided to go into kapot Nhinore territory to occupy a portion taken unlawfully by gunmen. The Kayapo traveled overland in a truck provided by the Raoni Funai Institute in 2010, while the Jurunas went by the river. The aim of this operation was to alert the Brazilian public opinion on the situation and restart the process of legal recognition and demarcation of land, standing for years. Once in the territory kapot Nhinore, the Indians demanded the arrival of the police to force the federal government will officially recognize the presence of settlers in the area prohibited.
The government did not answer this call, and fifty men invaded on February 6 a hostel affiliated with an illegal farm, whose owner was banned and condemned by FUNAI in 2010, and equipment (generators, boats ...) confiscated. The facilities are still used by armed men. The intervention of the natives took place without the presence of the invaders, did not have confrontation. During the return of the indigenous group to the village of Pastana Juruna, a recent trench was barring the road and forced to walk the remaining seven kilometers on foot. In the early evening, shots were heard as the sound of an explosion and motorcycles, soon followed by a cloud of smoke. On the morning of February 7, they found that the vehicle was destroyed overnight by armed settlers. The federal police, called by the Indians to verify facts and to intervene, decided not to attend, despite the risk of violent confrontation. The gunmen called for strengthening the corrupt elements of the military police. Also, forces beat a thirty year old Juruna named on Friday February 10th of Juruna thirty years named Yudjá Kaya.
To secure the area, the Raoni Institute sent reinforcements. But they cannot afford to rent a truck or fuel. A new call to generosity has been sent out. Fifty Kayapo warriors are already in the area since the incidents, and many others are on their way. In this very tense situation, in which we can see that a protected area of the Brazilian territory is intentionally abandoned by the law, Raoni sees no other option but to go in person to avoid a bloodbath. His trip endangers his life, and this situation could be avoided if each party assumes their responsibilities.
Updates will be provided as the situation progresses.
