The controversy regarding the authorization of the final bus from the Xingu (which would leave one of the tribes marooned on one side), last week led to the arrest of three engineers from Norte Energia in a village. This was due to the lack of information released rgarding the implementation of the dam to the Indigenous and riverside communities. A meeting will be set next week by Funai in accordance with the agreements signed with the indigenous peoples.
On Wednesday, the first letter was sent by Funai to the 40 leaders of the indignous communities of Juruna, Arara and Xikrin. A meeting was called regarding the mechanisms of transposition in Brasilia on Friday and Saturday this week. As justification for the rush - regarded by the natives with great outrage - the chairman of the board argued that the timing of the work on the Belo Monte dam is estimated to conclude (the damming/clusure of the river) in the beginning of 2013. He was being pressed to release the bus in the final week to come. He also said he would be "trying" to guarantee the right to consult the indigenous peoples before the federal government.
Last week, three engineers from Norte Energia were detained for several days in the Paquiçamba indigenous area due to their inability to answer questions about basic issues asked by the Indigenous peoples regarding the mechanism of the transposition of the dam, on the one hand, and the failure of a series of measures for mitigation, which caused the conditions experienced by the Indigenous peoples due to the Belo Monte dam on the other hand.
Last Friday, in a meeting that followed the release of the engineers, the Indigenous community members demanded, among other things, that "the consultation mechanism regarding the transposition [is] concomitant with concrete and effective action of NESA (Norte Energia S.A.) in the sense of compliance with conditions (...)". Specifically, demanded that they be organized 'visits to the system implementation in a real situation "and" clarification meetings in villages (as necessary). "
According to the memory of those in the audience "in relation their demands, they were given the following information: Norte Energia will attempt to make the change with the participation of ten Indigenous peoples' representatives. There will be more meetings for clarification. However, Norte Energia said it can not ensure the holding of meetings in the villages, while security is not guaranteed. The Indigenous communities are scheduled to meet in the evening this Thursday to decide whether they will or will not go to Brasilia, but are concerned with rumors that Funai already decided to release the dam in the next second, independent meetings with the Indigenous peoples. From what they consider a breach of agreements, leaders signed a letter of response to the public agencies and the Norte Energia, which state that "the invitation [Funai] is contrary to the recommendations made by federal prosecutors on 26 July 2012 ", and require that Funai "respects the recommendations of the Federal Public Prosecutor and the inclusion of the Indigenous communities to discuss and evaluate this implementation together with all users of the river, in the villages."

A polêmica da autorização do barramento definitivo do Xingu, que, na última semana, levou à detenção de três engenheiros da Norte Energia em uma aldeia em função da falta de informações sobre como será feita a transposição da barragem por embarcações de indígenas e ribeirinhos, será definida na próxima semana pela Funai à revelia dos acordos firmados com os indígenas.
Nesta quarta, 1, em carta enviada aos indígenas Juruna, Arara e Xikrin, a Funai convocou 40 lideranças para uma reunião sobre os mecanismos de transposição em Brasília sexta e sábado desta semana. Como justificativa para a pressa – considerada pelos indígenas um grande atropelo -, a presidência do órgão argumentou que o cronograma das obras de Belo Monte prevê o fechamento do rio para inicio de 2013, e que está sendo pressionada a liberar o barramento definitivo na semana que vem. Afirmou ainda que estaria “tentando” garantir o direito de consulta dos índios perante o governo federal.
Semana passada, três engenheiros da Norte Energia foram detidos por vários dias na Terra Indígena Paquiçamba em função da incapacidade de responder às perguntas dos índios sobre questões básicas do mecanismo de transposição da barragem, por um lado, e do descumprimento de uma série de medidas de mitigação, previstas nas condicionantes de Belo Monte, por outro.
Na última sexta, em reunião que se seguiu à liberação dos engenheiros, os indígenas exigiram, entre outros, que a “consulta do mecanismo de transposição [seja] concomitante à atitude concreta e efetiva da NESA no sentido do cumprimento das condicionantes (…)”. Especificamente, exigiram que fossem organizadas “visitas ao sistema de transposição em situação real” e “reuniões de esclarecimento nas aldeias (quantas forem necessárias)”.
De acordo com a memória da audiência, “em relação a tais demandas, foram dados os seguintes encaminhamentos: A Norte Energia irá tentar realizar o intercâmbio com a participação de dez indígenas. Haverá mais reuniões para esclarecimento. Contudo, a Norte Energia afirmou que não pode assegurar a realização das reuniões nas aldeias, enquanto não for garantida a segurança. Os indígenas afirmaram que não farão reuniões na cidade, e que as reuniões tem que ser nas aldeias; e que a segurança nos seus territórios é garantida por eles. O MPF se manifestou pela realização das reuniões nas aldeias”.
Os indígenas devem se reunir no final da tarde desta quinta para definir se irão ou não para Brasília, mas se mostram preocupados com boatos de que a Funai ja decidiu liberar a barragem na proxima segunda, independente de reuniões com os indígenas. Diante do que consideram uma quebra de acordos, lideranças assinaram uma carta de resposta aos órgãos públicos e à Norte Energia, na qual afirmam que “o convite feito [pela Funai] é contrario as recomendações efetuadas pelo Ministério Público Federal no dia 26 de Julho de 2012”. E exigem que a FUNAI “respeite as recomendações do Ministério Publico Federal assim como o posicionamento dos índios em discutir e avaliar esta transposição conjuntamente com todos os usuários do rio, nas aldeias”.
