Mesmo sem estar na rota direta do Sandy --que acabou atingindo a Costa Leste dos EUA, incluindo Nova York, que sofre até hoje as suas consequências--, o Haiti foi outra vez o país mais prejudicado do Caribe pela passagem de um furacão pela região.

Even without being in the direct route of Sandy - who slammed into the U.S. East Coast, (including New York), which today suffers the consequences - Haiti was again the most affected country in the Caribbean by a hurricane in the region.

As chuvas e ventos fortes deixaram um total de 54 mortos e destruíram parte da já precária infraestrutura local. E mesmo agora, duas semanas após o furacão, os haitianos ainda enfrentam inundações, além de desabastecimento e do risco de cólera.

The rains and high winds left a total of 54 dead and destroyed part of the already weak local infrastructure. And even now, two weeks after the hurricane, Haitians still face floods, and shortages and the risk of cholera.

O Sandy seguiu uma rota no Caribe passando por Jamaica, Cuba e Bahamas --antes de seguir para os Estados Unidos. Mas o furacão de categoria 2 também provocou chuvas fortes durante três dias no Haiti. Como o país tem milhares de pessoas vivendo à beira de encostas ou junto ao mar e aos rios, as tempestades causaram um forte impacto na população.

Sandy followed a route through the Caribbean, Jamaica, Cuba and the Bahamas - before heading to the United States. But over 3 days, the Category 2 hurricane also caused heavy rains in Haiti. As the country has thousands of people living on the edge of hillsides or along the sea and rivers, storms had a severe impact on the population.

"Nosso problema não eram os ventos. Nosso grande problema foram as chuvas fortes que atingiram diversos lugares do país, provocando inundações e destruição da infraestrutura e das plantações. Há ainda hoje algumas comunidades que estão inundadas", disse Joseph Edgar Celestin, do Escritório de Proteção Civil do Haiti.

"Our problem was not the wind. Our big problem was the heavy rains that hit several parts of the country, causing floods and destruction of infrastructure and plantations. Some communities are still flooded," said Edgar Joseph Celestin, the Office of Haiti's Civil protection.

O número de mortos em decorrência do furacão deve aumentar nos próximos dias, uma vez que 21 pessoas continuam desaparecidas. O governo decretou estado de emergência por um mês.

The death toll as a result of the hurricane is expected to increase in the coming days, since 21 people remain missing. The government declared a state of emergency for a month.

As fortes chuvas e inundações também danificaram dezenas de trechos de rodovias e chegaram a provocar quedas de pontes. Também houve problemas em hospitais, e cem escolas continuam fechadas por terem sido danificadas. A falta de aulas é ainda agravada porque muitas delas foram transformadas em abrigos de emergência para pessoas que moravam em situação de risco.

Heavy rains and flooding also damaged dozens of stretches of highway and also damaged  bridges. There were also problems in hospitals, and a hundred schools remain closed because they were damaged. The lack of classes is further exacerbated because many of them were turned into emergency shelters for people living at risk.

ABRIGOS / SHELTERS

A Folha esteve anteontem na comunidade de Croix de Bouquet, que havia sido uma das mais atingidas pelas inundações na região de Porto Príncipe. Com o fim das chuvas, a vida começou a voltar ao normal, com ruas já limpas e movimentadas.

Folha was yesterday in the community of Croix de Bouquet, which had been one of the hardest hit by the floods in the region of Port au Prince. With the end of the rains, life began to return to normal, with streets already cleaned and moving.

No entanto, é possível ver casas vazias e com rachaduras e alguns campos de deslocados --onde pessoas que perderam suas casas no terremoto passaram a viver em tendas-- estão menores, pois muitas famílias ainda estão nos abrigos de emergência.

However, you can see empty houses with cracks and some camps for the displaced - where people who lost their homes in the earthquake are living in tents - these are smaller, since many families are still in emergency shelters.

Além dos prejuízos de infraestrutura, o governo haitiano e os organismos internacionais também solicitam ajuda estrangeira porque praticamente toda a colheita agrícola foi perdida.

Besides the loss of infrastructure, the Haitian government and international agencies also request foreign aid because practically the entire agricultural harvest was lost.

E isso acontece em um momento em que o Haiti explodia em protestos de norte a sul do país, em razão da alta dos preços dos alimentos.

And it comes at a time when Haiti exploded into protests from north to south, due to high food prices.

"Pode não haver produção de alimentos até março, devido à combinação desses dois furacões. O Isaac atingiu todas as plantações do norte há alguns meses. E agora o Sandy destrói as plantações no sul, em um período de colheita. Isso tudo pode aumentar a instabilidade política", afirmou Johan Peleman, chefe do escritório da Ocha (Escritório da Organização das Nações Unidas para a Coordenação de Assuntos Humanitários).

"There may be no food production until March, due to the combination of these two hurricanes. Isaac reached all the plantations of the north a few months ago. And now Sandy destroys plantations in the south, in a period of harvest. This can all increase political instability, "said Johan Peleman, head of the OCHA office (Office of the United Nations Organization for the Coordination of Humanitarian Affairs).

Peleman disse que o Haiti necessita, em um primeiro momento, de US$ 39 milhões para atender a questões envolvendo abrigos de emergência, moradia, saúde e alimentação. O governo haitiano e organismos internacionais lançaram na semana passada um apelo aos países para levantar esses recursos.

Peleman said Haiti needs, at first, $39 million in aid to address issues involving emergency shelter, housing, health and food. The Haitian government and international organizations launched last week called on countries to raise these funds.

"Há também o problema da água e do saneamento, e é por isso que receamos um pico de cólera", disse Périclès Jean-Baptiste, porta-voz da Cruz Vermelha haitiana. A doença é uma grande preocupação no país, porque já vitimou 7.400 pessoas desde o terremoto de 2010. Para piorar, 61 centros de tratamento de cólera foram destruídos ou danificados com a passagem do Sandy.

"There is also the problem of water and sanitation, and that is why we fear a spike of cholera," said Jean-Baptiste Périclès spokesman Haitian Red Cross. The disease is a major concern in the country, because it has already killed 7,400 people since the earthquake of 2010. To make matters worse, 61 cholera treatment centers were destroyed or damaged while Sandy battered through the region.
